A few reasons:

- other than the BOS in Fallout: Tactics, recruitment was slow since they were hesistant to recruit locals in their area
- by the time FNV rolls around, the NCR has armored vehicles, replica power armor, superior logistics, and the ability to mass produce weapons vs hand crafting or scavenging that BOS does
- obviously numbers
- losing battle trying to hold HELIOS one with whatever food and ammo they had stockpiled when the NCR could get resupplied by radio/helo

Well the NCR attacked the BOS when they were all eating bananas and apples. Gosh I never realized how healthy the BOS was. And then you got the NCR eating all there lady snacks... Cakes... I don't remember the name of that food

What I always wondered is why don't you ever see the NCR Troopers wield Energy Weapons? They defeated the BoS and they use Salvaged BoS Power Armors, so where are all energy weapons from spoils of those battles?

Those look like really good actually, no wonder lol

While Brotherhood of Steel are a strong group, the sheer Numbers of the NCR simply out numbered BoS 1 to 3.

Remember, ncr had the numbers and the gear. The brotherhood has superior weapons yes, but don't forget that 20 service rifles can destroy almost anything. And add a few energy weapons, more supplies (the brotherhood was cut off from supplies) also the ncr has rangers, who usually have better weapons that standard troopers. The brotherhood knew they were outnumbered even with power armor and guass rifles and they did the responsible, though not maybe not honorable thing.

Superior numbers, and those rangers can really kick ass...
Thus, the new vegas cover is a ranger, not a powered armor guy...
