I think It might just be a picture of what she used to look like when she was alive. She has a pip-boy on her arm so I'm thinking the devs just made her quick in the character creator and then took the picture.

unfortunately there will not be npcs like in other fallouts. the only thing will be the ghouls replacing the raiders,you will have to play online necessarily because there is no offline mode
