Millenia ENB is my choice, I'm sure there are better ENBs out there, but I just love the colors on this one.

Once we bring ENB presets into the equation (and asking about graphics does) you might as well be starting a topic on religion. Folks will have their preferences and will be very passionate about them.
If I may suggest, reword the subject question to "What graphics do you prefer/use and why?"

Wanderer's ENB is atmospheric af. Been using it while i finish the dlc's in New Vegas first time around. It looks a lot different from the usual realistic ones I've used in the past. Here is a screenshot I took near the beginning of the Divide.
